Harris County and/or Chambers
County, the State of Texas and local government have been innovative in
developing ways to balance their budgets, supplying the basic programs of
service required by their constituents and still not raise taxes unless
absolutely necessary. Real property is assessed yearly bringing the
value of properties to current market value throughout the county.

Incentives
Foreign Trade Zone:
A Foreign
Trade Zone encourages international commerce by permitting foreign goods
to be held duty-free and quota-free in a specific area. Goods
brought into a zone may be stored, manipulated, mixed with domestic
and/or foreign materials, used in the manufacturing process,
or exhibited for sale without paying the import duty.
The Port of Houston has been designated
as a Foreign Trade Zone, thus allowing qualifying facilities in the
Baytown area to be designated as sub-zones sites.
Enterprise Zone: There
is one Enterprise Zone in the Baytown area. This designation
offers incentives from the state to both large and small businesses,
based on the number of jobs created.
A few of these incentives include:
- Sate Sales
Tax or Use Tax Refund - Qualified companies receive $2000
per employee in tax refunds, not to exceed $1.25 million in a
five-year period. Sales or use tax refunds are received for
building materials, equipment and tools.
- Franchise Tax
Reduction - A reduction of up to 50 percent of the state
franchise tax is available for eligible projects. This
reduction may be computed upon taxable capital or surplus-earned
income.
- Expeditious
Handling of Permit Applications by the State Agency.
