Incentives

Foreign Trade Zone: A Foreign Trade Zone encourages international commerce by permitting foreign goods to be held duty-free and quota-free in a specific area.  Goods brought into a zone may be stored, manipulated, mixed with domestic and/or  foreign materials, used in the manufacturing process, or exhibited for sale without paying the import duty.

The Port of Houston has been designated as a Foreign Trade Zone, thus allowing qualifying facilities in the Baytown area to be designated as sub-zones sites.

Enterprise Zone: There is one Enterprise Zone in the Baytown area.  This designation offers incentives from the state to both large and small businesses, based on the number of jobs created.

A few of these incentives include:

  1. Sate Sales Tax or Use Tax Refund - Qualified companies receive $2000 per employee in tax refunds, not to exceed $1.25 million in a five-year period.  Sales or use tax refunds are received for building materials, equipment and tools.
  2. Franchise Tax Reduction - A reduction of up to 50 percent of the state franchise tax is available for eligible projects.  This reduction may be computed upon taxable capital or surplus-earned income.
  3. Expeditious Handling of Permit Applications by the State Agency.

Tax Abatement Policies:  Available to qualifying businesses. Click here for a summary of the policies available.
